At a time when European democracy faces mounting pressure—from political extremism to declining civic participation—the YOUROPE project offers a timely and ambitious response. Officially titled “Visionary roadmaps: Crafting an Inclusive and Participatory European Democracy with Youth and Communities”, this Horizon Europe-funded initiative seeks to reconnect young people with democratic processes and ensure their voices help shape Europe’s future.
Backed by nearly €4 million in European Commission funding, YOUROPE represents a coordinated, multi-country effort to rethink how democracy functions in practice—particularly for those who have historically been excluded from decision-making.

Addressing the Democratic Deficit
Across Europe, concerns about democratic resilience are intensifying. Rising authoritarian tendencies, the spread of misinformation, and increasing political polarisation have all contributed to declining trust in institutions. At the same time, participation among young people—especially those from underrepresented backgrounds—remains persistently low.
YOUROPE directly addresses this gap by encouraging young people to engage actively in democratic life and contribute meaningfully to policy development.
Rather than treating youth as passive observers, the initiative positions them as co-creators of democratic processes. By building direct links between students, communities, and policymakers, it aims to make governance more inclusive, responsive, and representative.
From Classrooms to Policy Tables
At the heart of YOUROPE lies a distinctive methodological approach: Community-Led Research and Action (CLRA). This model combines participatory research with practical action, creating a reciprocal environment where learning and policymaking inform one another.
The project is being implemented in 21 educational institutions across Europe, involving 630 young participants and more than 6,300 community members. Together, they will not only explore democratic challenges but also co-create “shared democratic spaces” and develop concrete policy roadmaps.

Importantly, these activities extend beyond academic settings. YOUROPE establishes direct connections with more than 30 European policymakers, enabling locally generated ideas to inform decision-making at higher levels.
Educational institutions play a central role as facilitators of democratic engagement—spaces where students and communities collaboratively explore what European citizenship means in practice.
A Pan-European Collaboration
The scale and diversity of the YOUROPE consortium reflect its ambition. Coordinated by the University of Łódź in Poland, the initiative brings together 17 partner organisations from across Europe and beyond.
These include universities, research institutes, and civil society organisations from Germany, Spain, the Netherlands, Finland, Norway, Ukraine, and Turkey. Key partners include Coventry University (UK), the University of Kassel (Germany), Tampere University of Applied Sciences (Finland), and the European Wergeland Centre (Norway).
This broad partnership ensures a wide range of perspectives, strengthening both research outputs and societal impact.

Innovation Through Participation
What distinguishes YOUROPE is its commitment to participation as both method and outcome.
The CLRA approach combines qualitative, community-driven insights with quantitative data analysis, ensuring that findings are both evidence-based and grounded in lived experience. This creates an iterative process in which ideas are tested, refined, and scaled in collaboration with the communities they affect.
As a result, the project’s outputs are designed to be both sustainable and adaptable—key qualities in a rapidly evolving democratic landscape.
Importantly, YOUROPE looks beyond short-term results. Running from November 2024 to October 2027, it aims to lay the foundation for continued research and action on future democratic scenarios in Europe.
Societal Impact: Rebuilding Trust from the Ground Up
YOUROPE’s societal value lies in its potential to rebuild trust in democratic systems by engaging citizens early and meaningfully.
By involving young people directly, the project fosters a sense of ownership and responsibility towards democratic processes. It also ensures that policies better reflect the realities and aspirations of diverse communities—particularly those that are often overlooked.
In practical terms, this approach can contribute to more inclusive governance, stronger civic participation, and a more resilient democratic culture across Europe.

Advancing Scientific Knowledge
Beyond its societal contribution, YOUROPE advances the scientific understanding of democracy.
As a Research and Innovation Action (RIA) under Horizon Europe, the project generates new knowledge while testing innovative approaches. Its interdisciplinary framework—spanning political science, education, sociology, and community research—offers valuable insights into how democratic systems evolve in complex, multi-level societies.
By integrating participatory methodologies with rigorous data analysis, YOUROPE moves beyond observation towards co-creation, where research participants actively contribute to knowledge production.

A Strategic Investment in Europe’s Future
With a total budget of €3,999,598.75, YOUROPE represents a substantial investment in democratic innovation within the Horizon Europe framework, specifically under the Culture, Creativity and Inclusive Society cluster.
Its strong positioning within this programme highlights both its relevance and its potential to deliver meaningful impact.
